I was out Christmas shopping and the security guard wouldn't stop staring at my chest. When I confronted him about it he said that my boobs looked like they were fake and he was making sure I stuffing stuff my bra with things I stolen.

You can report people for "staring at your boobs", but don't get caught for filing a false report! There are no laws against someone looking you over in public because they're actually staring at your clothes covering your features; unless you are in fact topless in public. Women should probably get used to the fact that people are sexual beings and have desires; and everyone from men to woman love breasts because it's the first thing we're screaming for out of the womb. I'd never report a woman for staring at the bulge in my shorts, but I'm also a man and used to it by now. And don't say "that's different" because that would then be a sexist argument. So you can report men for admiring your womanly features, or you could simply be flattered, ignore them and move on.
